In this post, I have discussed the issue Error 401 Unable to create Integration Instance what causes this error and how to resolve it.

Issue:

Error “401: Unable to create integration instance, the principal is NOT authorized. Reason: Authorization failed or requested resource not found”

Cause 1:

This issue occurs when the compartment you have selected does not have the policy to create an integration instance.

Fix:

Change Compartment to root. It has all the permissions that you need to create an integration instance.

If your Compartment has a policy that restricts you from creating an Instance in the root compartment then you should create a separate compartment that holds only Integration Instances and has all the permission required to create an Integration Instance.

Cause 2:

This issue occurs when you have recently created the cloud account and the account has not been completely provisioned.

Fix:

Let your account get completely provisioned in the worst-case scenario it won’t take more than 3-4 hours.

If the issue persists then you need to raise an SR with Oracle support to sort this quickly.
